Its establishment and operational framework are rooted in Republic Act No. 6975, also known as the Department of the Interior and Local Government Act of 1990, as amended by Republic Act No. 8551, the Philippine National Police Reform and Reorganization Act of 1998, and further strengthened by Republic Act No. 9708.
